Teresa L. Amey – Certification Director

Teresa L. Amey’s previous career comprises a Facilities Management background providing guidance and clear directives for efficient and safe facility operations. She offers strong knowledge of Quality Management Systems (QMS) and internal auditing, complemented by an extensive background in facility management, organizational management, administrative management, and functions. Teresa conveys in-depth knowledge of developing and implementing policies, procedures, document and records management, and maintenance of Quality Management Systems (QMS). She is an ISO 9001:2015 Trained Internal Quality Auditor promoting ongoing quality, compliance, and process improvement. Her competencies include the ISO/IEC Standard 17024:2012 General Requirements for Bodies Operating Certification of Persons, ISO 9001:2015 Quality Management Systems, and ANSI/IACET 1-2018 Standard for Continuing Education and Training. Teresa holds the Certified Safety Manager (CSM) and Safety Director Certificate (SDC) credentials from NASP.

John Rawlings – Knowledge and Skills Committee Chair

Mr. John Rawlings has served in safety over the past 13 years after retiring from the Army as an Infantry Officer. He has had the privilege of working globally on a myriad of projects throughout his safety journey from high-rise construction, pharmaceutical, labs and clinics, hospitals, schools, theme parks, fuel depots, and environmental sites across the United States. John holds five BCSP credentials (Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Safety Trained Supervisor (STS), Safety Management Specialist (SMS), and Certified Environmental Trainer (CET). He holds the Licensed Safety Professional (LSP) credential from NASP.

Brian Fuller – Knowledge and Skills Committee Vice Chair

Mr. Brian Fuller holds the position of Director of Safety and Health at KGPCo. He has over 15 years of experience in the Environmental Health and Safety field with expertise in telecommunications, construction, commercial diving, and crane industries. Brian holds many safety certifications such as Certified Safety Director (CSD), Certified Safety Manager (CSM) Trainer, Certified Chemical Safety Technician, Certified Rigging/Signaling Instructor, Certified Environmental Health and Safety Management Specialist, and Hazard Analysis Technician. Brian was honored with the title of Corporate Trainer of the Year by Crane and Rigging Hotline Magazine in October 2012.

Ralph Steven Brugueras – Item Writing Committee Chair

Mr. Ralph Steven Brugueras currently works as the Environmental Safety and Health Manager for PAE, National Security Solutions, and he boasts extensive international experience in safety management. His safety career began as a non-commissioned officer serving in forward-deployed combat zones where safety was key to every mission. Ralph’s commitment to safety has continued as he holds NASP’s Licensed Safety Professional (LSP), BCSP’s Associate Safety Professional (ASP), OSHA Authorized Instructor, and ISO 45001 Lead Auditor certifications. He has a BS in Occupational Safety and Health – Fire Safety and an MS in Occupational Safety and Health – Environmental Management.

Aaron J. Keyes – Item Writing Committee Vice Chair

Mr. Aaron J. Keyes has worked as an OHS consultant in construction and other industrial capacities since 2005. He has completed various training with the American Heart Association, the American Safety and Health Institute. Aaron is a Licensed Safety Professional (LSP) with NASP, boasting many other safety certifications such as Basic EMT, HAZWOPER, Swiftwater and Rope Rescue, and Multi-hazard Planning for Childcare. While Aaron continues to provide oversight in the safety field, he is also advancing his technical knowledge to pursue a Master of Occupational Safety and Health at Columbia Southern University.

Craig Bellew – Examination Committee Chair

Mr. Craig Bellew currently serves as Director, Corporate EHS for Airtek Construction. He is responsible for developing strategies to improve the company’s overall safety performance in its drive toward zero injuries. Craig is a NASP Certified Safety Manager (CSM) and holds several OTI certificates as well as Rigging and Signalman Instructor. Craig has 18 years of environmental, health, and safety (EHS) experience, having served in EHS and frontline management positions. He holds a BS degree from Valdosta State and is a professional member of the American Society of Safety Engineers and the National Safety Council. He has extensive knowledge in Heavy Industrial Construction. In 2010 Craig was named to the NSC’s “Top 40 under 40” for up-and-coming Safety Professionals for his work on the Darling Downs Combined Cycle Power Project in Queensland, Australia.

Michael Anastasio – Examination Committee Vice Chair

Mr. Michael Anastasio is the Environmental, Health, and Safety Site Manager SUEZ WTS (formerly GE Water), Trevose, Pennsylvania. As an Environmental Health and Safety professional for 400+ employees and contractors, he transforms businesses and instills a work culture based on safety. Michael is a Licensed Safety Professional (LSP) and Authorized OSHA Trainer with experience writing and implementing EHS training documents and EHS programs. His focus is on employee safety, training, and company compliance while searching for new and innovative ways to promote safety and cut costs.

Michael holds a BS. Biology/ Minor in Chemistry from the University of Pittsburgh and is working towards his MS Safety Science from Indiana University of Pennsylvania to be completed in 2022.

His credentials include the Licensed Safety Professional (LSP), Authorized OSHA Outreach Trainer, Certified HAZWOPER Trainer, Certified Forklift Trainer, and Confined Space Specialist.

Marcus Simpson – Appeals and Complaints Committee Chair

Mr. Marcus Simpson is the Director for Safety at the University of North Dakota. He has over 20 years of experience in the safety field and holds a Lean Six Sigma Black Belt certification. Marc was born in Georgia and is an Air Force veteran, which provided him with his first taste of North Dakota and his much better half Marcie, a UND grad.

Marc holds the Certified Safety Manager: Construction (CSMC), Certified Environmental Manager (CEM), Licensed Safety Professional (LSP), and HAZWOPER Train the Trainer (HTTT) credentials from NASP. His additional credentials include Certified Mold Inspector, Certified Asbestos Inspector, Certified Lead Inspector, MEWP Train the Trainer, OSHA 30, POST certified in GA and ND, Certified EPA 24 Hr. Hazardous Material Technician.

Marc and his wife Marcie have 3 children Quinlan (26), who serves his country in the Army and is currently stationed in Kansas; Piper (19), who currently attends UND and runs Cross Country and Track for UND; and Brixon (17), who is currently a senior in high school and will be attending UND next fall. In what little spare time he has, Marc likes to fish and hunt, as well as cheer on his Georgia Dawgs.

Steve Winn – Appeals and Complaints Committee Vice Chair

Mr. Steve Winn is the Mountain West District Safety Manager at Malcolm Drilling. As the District Safety Manager, he oversees the district’s workplace safety and health programs and staff, ensuring strong collaboration with business unit leaders and teams across the district. Winn’s Key responsibilities include establishing short- and long-term direction and measurable goals, establishing and communicating clear priorities, providing safety and health subject matter expertise to operational units, role modeling and coaching other leaders, and proactively achieving compliance with all applicable safety and health regulations, including, but not limited to those required by OSHA, General Contractors, and the states the work is accomplished in. Steve provides leadership and directly manages the district’s safety programs, policies, and standards while engaging stakeholders and building partnerships. Programs include, but are not limited to, safety management systems, worker’s compensation, industrial hygiene, reducing environmental workplace hazards, hearing conservation, contractor safety, close-call reporting, and medical response to injuries.

Winn joined the United States Marine Corps in 1985, switched services in 1986 to the United States Air Force, becoming a USAF –Fire Fighter, and served in the United States Air Force Combat Veteran Gulf War 1991.
After finishing his enlistment in 1992, he remained in the Fire Service for over 32 years. After leaving Active Duty, Winn has worked for various Government Contractors, including EG&G, Halliburton, Fire Chief for Kandahar, Airfield (KAF) Afghanistan, ATK Emergency Manager, DynCorp Deputy Director Fire and Emergency Services for Southern Afghanistan, and the Fire Chief and EHS QA/QC Manager at the US Embassy in Kabul Afghanistan.

He holds a Bachelors of Fire Science and Safety in 2004 and obtained his MBA in 2006 from the University of Maryland, Texas A&M. His extensive list of credentials includes Fire Officer I, II, III, IV. Fire Instructor I, II, III. Fire Inspector I, II, III. Firefighter I & II, Hazardous Material Incident Commander, Hazardous Materials Technician, Fire Rescue Confined Space Incident Commander, Pump Operator/Instructor, National Fire Academy Emergency Response to Terrorism, ICS (100,200,300,400,700,800), OSHA 30, NASP Licensed Safety Professional (LSP) Certified Safety Manager (CSM), Certified Safety Manager-Construction (CSMC), Certified Facility Security Officer, and Certified Emergency Medical Responder.
