Marcus Simpson – Appeals and Complaints Committee Chair

Mr. Marcus Simpson is the Director for Safety at the University of North Dakota. He has over 20 years of experience in the safety field and holds a Lean Six Sigma Black Belt certification. Marc was born in Georgia and is an Air Force veteran, which provided him with his first taste of North Dakota and his much better half, Marcie, a UND grad.

Marc holds NASP’s Master Safety Professional (MSP)® certification, Certified Safety Manager Construction Certificate (CSMC), Certified Environmental Manager Certificate (CEM), and HAZWOPER Train the Trainer (HTTT) credentials. His additional credentials include Certified Mold Inspector, Certified Asbestos Inspector, Certified Lead Inspector, MEWP Train the Trainer, OSHA 30, POST certified in GA and ND, Certified EPA 24 Hr. Hazardous Material Technician. In 2023, Marc was awarded the NSC Distinguished Service to Safety Award by the National Safety Council.


Steve Winn – Appeals and Complaints Committee Vice Chair

Mr. Steve Winn is the Mountain West District Safety Manager at Malcolm Drilling. He oversees the district’s workplace safety and health programs and staff, safety management systems, worker’s compensation, industrial hygiene, environmental workplace hazards, hearing conservation, contractor safety, close-call reporting, and medical response to injuries. He proactively develops and monitors safety performance goals and metrics, achieving compliance with all applicable safety and health regulations, including but not limited to those required by OSHA, General Contractors, and the states where the work is accomplished.

Winn joined the United States Marine Corps in 1985, switched services in 1986 to the United States Air Force, becoming a USAF –Fire Fighter, and served in the United States Air Force Combat Veteran Gulf War 1991. After finishing his enlistment in 1992, he remained in the Fire Service for over 32 years. Winn has worked for various Government Contractors, including EG&G, Halliburton, Fire Chief for Kandahar, Airfield (KAF) Afghanistan, ATK Emergency Manager, DynCorp Deputy Director Fire and Emergency Services for Southern Afghanistan, and the Fire Chief and EHS QA/QC Manager at the US Embassy in Kabul Afghanistan.

Steve holds a BS in Fire Science and Safety in 2004 and obtained his MBA in 2006 from the University of Maryland, Texas A&M.

Steve holds NASP’s Safety Professional Certificate (SPC) and Certified Safety Manager Construction Certificate (CSMC) credentials. His extensive list of credentials includes Fire Officer I, II, III, and IV. Fire Instructor I, II, III. Fire Inspector I, II, III. Firefighter I & II, Hazardous Material Incident Commander, Hazardous Materials Technician, Fire Rescue Confined Space Incident Commander, Pump Operator/Instructor, National Fire Academy Emergency Response to Terrorism, ICS (100,200,300,400,700,800), OSHA 30, Certified Facility Security Officer, and Certified Emergency Medical Responder.


Kelly DeLange

Mr. Kelly DeLange is the Safety & Occupational Health Manager of the Northern California Area Office for the Bureau of Reclamation. He oversees the safety, fire, and environmental waste programs for Shasta, Keswick, Trinity, Lewiston, Spring Creek Debris, Whiskeytown, and Buckhorn Dams, including power plants and related facilities.

Kelly holds a BS in Human Resource Training and Development from Idaho State University.

Kelly holds NASP’s Safety Professional Certificate (SPC) credential. He holds two BCSP credentials: Occupational Health & Safety Technician (OHST) and Safety Trained Supervisor (STS)). He has two safety certificates from the OSHA Outreach University of Washington-1 in Safety & Health Leadership: General Industry and 2- General Industry: Safety & Health Specialist. His additional credentials include, Certified Occupational Hearing Technician, Certified HIPPA professional, OSHA 10/30 Hour Instructor, Certified Lead Inspector, and Certified AHERA Asbestos Inspector.


Charles C. Raziano

Mr. Charles C. Raziano is the Director of Health and Safety for Gannett Fleming PDC. He is responsible for the overall management of Health & Safety for all company operations. Mr. Raziano has over 31 years of experience in construction, transmission and distribution, safety-related trades, and Emergency Disaster Situations. He has extensive experience in coordinating work with design professionals, regulatory authorities, injury and health management, job site safety audits & inspections, strong field safety, and disaster support. Charles has worked on projects including casinos, hotels, parking garages, highway construction projects, prisons, wastewater treatment plants, Renewable Energy Wind Farm projects, associated transmission and distribution lines, substations, ITS Systems, PP&L, ConEd, National Grid, PSE&G, N Star, and CMP with gas and electrical transmission, distribution, and residential construction.

Charles holds a BS in Safety Engineering. He holds NASP’s Safety Professional Certificate (SPC) credential. Charles holds the credential of CUSP (Certified Utility Safety Professional) with Transmission & Distribution endorsement). He is an instructor in BLS First Aid, CPR & AED, OSHA 502 Outreach Trainer and 10 & 20 Hour T&D endorsement Trainer, Forklift- Aerial Lift, High Angle Climbing & Rescue trainer, and a Qualified DOT Drug Screening Administrator. His memberships include the World Safety Organization (WSO), NASP, and Utility Safety & Ops Leadership Network (USOLN). In 2019, Charles was awarded the Safety Professional of the Year Award by the North East Region Chesapeake Safety Council.


Jared Holland

Mr. Jared Holland is the Safety and Health Supervisor for Mississippi Power/Southern Company. With over a decade of experience in cross-functional safety management, he is dedicated to elevating organizational safety standards and fostering a world-class safety culture. He has a proven track record in rolling out comprehensive safety and health programs, project management, process improvement, relationship building, and employee engagement. His organization recognizes him as a training expert and a regulation subject matter expert. Through advanced training from renowned institutions such as Cornell University and Harvard University, he studied Business Law, Project Management, and Leadership.

Jared holds a Doctor of Occupational Safety and Health from Columbia Southern University and an MA in Organizational/Emergency Management Leadership from Waldorf University.

Jared holds NASP’s Certified Safety Director CSD)® certification. He holds BCSP’s Certified Safety Professional (CSP) credential. His additional credentials include Certified Utility Safety Professional (CUSP), Certified Safety and Health Official (CSHO), and Certified Occupational Safety Specialist (COSS ).



Joe Fittos

Mr. Joseph Fittos is the Director of Health and Safety for Environmental Waste Minimization, Inc. (EWMI). His role encompasses the overall safety management of plans for a controlled work environment, setting up monitoring and protective plans to prevent exposure to VOCs from the tar and systems for pumping and treatment of the tar and water layers, as well as final concrete installation with zero incidents. Joe’s previous career as an associate scientist in the field of organic chemistry moved him into a research and development chemist position in the field of organometallics and, ultimately, led him onto the Emergency Response Team.

Joe holds a BS in Biology from East Stroudsburg University and an MS in Occupational Safety & Health – Environmental Management from Columbia Southern University.

Joe holds NASP’s Master Safety Professional (MSP)® certification. He holds BCSP’s Associate Safety Professional (ASP). His additional credentials include OSHA 500 Trainer. OSHA 40-Hour HAZWOPER, OSHA 8-Hour HAZWOPER, Qualified Hazmat/ HAZWOPER Instructor, Qualified Permit Required Confined Space Rescue Trainer, and CPR/First Aid/AED Certified Trainer.
