Job Description:
Under the oversight of the Chief of Safety & Risk Management, the Field & Safety Systems Manager is responsible for managing safety oversight personnel and developing comprehensive safety programs. This includes the identification, evaluation, and mitigation of risks to the organization, employees, passengers, contractors, and the general public.
EXAMPLES OF DUTIES
Essential Functions
Duties may include, but are not limited to, the following:
- Manages and ensures the effective operation of NCTD Safety Programs.
- Assists the Chief with management and oversight of the required Safety Plans for the Federal Transit Administration (FTA) and Federal Railroad Administration (FRA).
- Collaborates with other District staff on various programs such as EHS programs and Internal Safety and Security Audit (ISSA) program.
- Investigates rail and bus accidents.
- Interfaces with and facilitates data gathering and audit planning with the California Public Utilities Commission (CPUC), Cal OSHA, FRA and various regulatory authorities, as necessary.
- Develops individual training plans for direct reports; assists with safety training efforts at all NCTD sites.
- Plans, coordinates and safety inspections, audits, and drills.
- Assists in the development of optimized data collection and reporting.
- Analyzes incident statistical data, measures progress on Division KPIs, identifies trends, develops risk reduction programs, and provides recommendations to Chief.
- Prepares reports and statistical graphs.
- Provide contract management and oversight as assigned by the Chief within areas of responsibility.
- Manages and ensures the effective implementation of the Division Work Plan.
- Conducts inspections at facilities and on modes.
- Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.
- Ensures direct reports are aware of and comply with NCTD’s EEO program, Title VI program, Board and Administrative policies, human resources policies, and other applicable policies and procedures.
- Serves as the Safety & Risk Management representative/liaison at various meetings as assigned by the Chief.
- Provides coverage for the Chief when they are out of the office.
- Performs other related duties as assigned.
QUALIFICATIONS
Experience/Education
- A Bachelor’s degree in public administration, engineering, safety administration/management, or related field preferred.
- Minimum of 7 years prior directly relevant experience, including 3 years of supervisory experience.
- Prior experience with public transit or equivalent experience in a similar private or government sector environment strongly desired.
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
Certificates/Licenses
- A World Safety Organization Certification and/or certification as a Certified Safety Professional (CSP) through the Board of Certified Safety Professionals (BCSP) is preferred.
- Possession of and the ability to maintain a California driver’s license, Class C, with less than 6 points in the prior 36 month period and no DUI’s in the prior 7 year period.
- Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
- Transit Security and Safety Professional (TSSP) Certification preferred.
- Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
General Requirements
- Detailed knowledge of rail and bus transit systems safety to include a wide-ranging knowledge related to freight and passenger rail operations of the principles of procedures and equipment including vehicles, track, structures, facilities, signals, communication, operations, and controls systems.
- Strong knowledge of applicable Federal, State, and local laws and regulations.
- Familiarity with principles and practices of accident investigation programs.
- Knowledge of principles and practices of administration, organization, management analysis, supervision, fiscal management, and program development.
- Ability to analyze data pertaining to program functions, interpret other management information, maintain records and reports, and develop short- and long-range budget plans.
- Ability to oversee staff and consultants in the rail construction safety programs.
- Ability to analyze situations, identify problems, recommend solutions, and evaluate the outcomes.
- Ensures compliance with applicable bus/rail operations and EHS regulations.
- Ability to interpret and apply applicable Federal, State, and local policies, laws, and regulations.
- Familiarity with legislation related to assigned area of responsibility; Ability to evaluate impact on NCTD’s operations and recommend and implement policy and procedure improvements.
- Collaborate with the NCTD Operations Divisions in the preparation and submittal of regulatory reports and certifications to the CPUC, Federal Railroad Administration (FRA), Federal Transit Administration (FTA) and other entities.
- Exceptional verbal and written communication skills.
- Ability to effectively represent NCTD in dealings with government agencies and other entities.
- Ability to create and maintain good working relationships through excellent communication and teambuilding skills; including the ability to engage successfully with both internal and external contacts and the public.
- Ability to manage and maintain simultaneous, transitional, and emerging priorities.
- Demonstrated proficiency in computer software programs including Microsoft Office Suite.
- Ability to respond in-person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.
