Anthony Annibale – Appeals/Complaints Committee Chair
Mr. Anthony Annibale is an Authorized Instructor for OSHA Outreach and other construction and general industries courses, and he is a member of NASP and the US Department of Labor. He boasts over 30 years’ experience in manufacturing, bringing valuable expertise to safety oversight and consulting. Anthony currently serves as a Safety Consultant with NCDPS’s Inmate Construction program, where he manages and administers safety programs for North Carolina’s largest state government agency. He is certified as a Certified Safety Manager, Licensed Safety Professional, Master Safety Professional, OSHA 10 and 30 Hour Course Instructor, and Qualified Forklift Trainer.
Steve Winn – Appeals/Complaints Committee Vice Chair
Mr. Steve Winn’s safety career began in the U.S. Air Force over 30 years ago and has since taken him around the globe in many positions in fire and emergency safety. He is currently the Corporate Safety Director with Steel Encounters, where he manages safety protocol and workers’ compensation at a corporate level. Steve holds a MBA and BS in Fire Safety, and his safety certifications include Certified Safety Manager, Certified Facility Security Officer, Hazardous Material Incident Commander, Hazardous Materials Technician, Fire Rescue Confined Space Incident Commander, and OSHA 30.
Dr. Barbara Jean Jacobs, Ph.D., LSP
Dr. Barbara Jean Jacobs has been working in the safety field for 31 years for consultant firms and the Virginia Department of Transportation. She has served in multiple positions within the industry from construction inspector to contract administrator, currently working as a Corporate Safety Officer with Division of Century Engineering Inc. Barbara holds a PhD and MBA in Business Administration, and she is a Licensed Safety Professional with NASP. Her other professional certifications include Certified Work Zone Safety Trainer, Flagger, HazMat Refresher, Nuclear Gauge Safety, OSHA 30 Hour, and VDOT Site Manager Instructor.
Kelly DeLange
Mr. Kelly DeLange is the Safety & Occupational Health Manager of the Northern California Area Office for the Bureau of Reclamation where he is responsible for overseeing the safety, fire, and environmental waste programs for Shasta, Keswick, Trinity, Lewiston, Spring Creek Debris, Whiskeytown, and Buckhorn Dams, including the power plants and related facilities. Kelly is a Licensed Safety Professional, Certified Safety Manager, Certified Environmental Manager, Occupational Health & Safety Technician, Safety Trained Supervisor, Certified Occupational Hearing Technician, Certified HIPPA professional, OSHA 10/30 Hour Instructor, Certified Lead Inspector, and Certified AHERA Asbestos Inspector. He also holds two safety certificates from the OSHA Outreach University of Washington in Safety & Health Leadership: General Industry and General Industry: Safety & Health Specialist.
Bill Parks
Mr. Bill Parks is a highly accredited and experienced safety professional with over 35 years of military and civilian experience. He holds a BS in Occupational Safety and Health as well as a myriad of safety certifications including the high-level Master Safety Professional with NASP, Certified Safety Auditor, Certificate of EH&S Management, Safety Training/Planning Manager; Advanced Safety Professional, 30 Hour OSHA Construction Safety, and Licensed Safety Professional. He continues to oversee and train in many capacities. His professional experience includes many areas such as industrial hygiene and safety, environmental and radiological operations, analytical and soil laboratory, and many industrial skills.
Charles C. Raziano
Charles C. Raziano, CUSP, CSM, CST, is currently the Director of Health and Safety for Gannett Fleming PDC. He is responsible for the overall management of Health & Safety for all company operations. Mr. Raziano has over 28 years of experience in construction, transmission and distribution, safety-related trades, and Emergency Disaster Situations.
He has earned the credential of CUSP (Certified Utility Safety Professional) with Transmission & Distribution endorsement. He has a Bachelor’s Degree in Safety Engineering and became an instructor in BLS First Aid, CPR & AED, OSHA 502 Outreach Trainer and 10 & 20 Hour T&D endorsement Trainer, Forklift- Aerial Lift, High Angle Climbing & Rescue trainer and a Qualified DOT Drug Screening Administrator. He is also a current member of the World Safety Organization (WSO), the National Association of Safety Professionals (NASP), and Utility Safety & Ops Leadership Network (USOLN). In 2019 Mr. Raziano was awarded the Safety Professional of the Year Award by North East Region Chesapeake Safety Council.
